The app has option to call their toll free number but this number works only when you are within Bhutan. For those Non resident Bhutanese to avail service such as paying your rural life insurance, you gotta have the app. However, without online help option or an option to receive OTP in email, you are actually doomed.

Someone from outside Bhutan cannot make a payment since it requires an OTP. It is an issue when someone does not use the phone number used for registration. There is no way to change your phone number. Only Bhutanese numbers are accepted. I believe an OTP may be sent to the registered email address so that payment can be made effortlessly.
