Verdict
The clearest difference is review sentiment: Scrool at 88% against National Grid's 25%. Scrool also leads on iOS requirement (8.1 vs 15.0). National Grid's advantage is rating (4.8 vs 4.3) and update cadence (every 6 weeks vs every 26 months). On price, ads, in-app purchases and monetization model there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
National Grid holds the better App Store score, 4.8 against 4.3. That said, the two scores are not equally well evidenced: National Grid has 15K ratings behind it against 3, so its average is the more settled of the two. Written reviews complicate that: 88% of Scrool's written reviews are positive against 25% of National Grid's, so the app with the better star average is not the one people write more warmly about.
Scrool ships an update every 26 months, National Grid every 6 weeks. The most recent releases landed on November 1, 2026 and November 5, 2026 respectively.
