Verdict

The call

Personal Selling Power and HighLevel both sit at 4.6 stars, but that hides the real split: 57% of Personal Selling Power's written reviews are positive against 25% of HighLevel's. HighLevel's advantage is update cadence (every 2 weeks vs every 9 months) and monetization model (free vs free with in-app purchases). On price, rating, ads and in-app purchases there is nothing between them.
