If someone fails to deliver your locked in

Simply of a company doesn’t deliver within an hour, you get locked in so you can’t cancel and it keeps getting later and you can’t get refunded. It’s not that way to operate, if restaurant doesn’t deliver just refund and cancel, simple, this created a situation that I will not use the app anymore as the risk is too high.
